Iran's military chief lays out five conditions for regional security

Iran's chief of staff of the armed forces, Major-General Ali Abdollahi, set out five conditions on November 3, 2026, for what he called a roadmap to lasting security in the region, according to Al Jazeera. The same day, he vowed an Iranian military response without geographical limits, Anadolu Agency reported.
Among the conditions is an end to hostilities on all fronts, including Lebanon and the Gaza Strip. The plan also calls for the complete lifting of sanctions, the economic penalties imposed on Iran by other governments, along with the unfreezing of Iranian assets and payment of war reparations, meaning compensation for war damage. It further asks for recognition of Iran's sovereignty over the Strait of Hormuz, the narrow sea passage that carries much of the Gulf's shipping. The fourth condition is a guarantee against future aggression under a regional security framework for West Asia.
Qatar, which is mediating between Washington and Tehran, has been working on a path back to talks. Majed al-Ansari, spokesman for Qatar's Foreign Ministry, said a Qatari delegation met Iranian officials in Tehran for more than three hours on Monday, November 2, before returning to Doha that evening. He said both sides are now reviewing Qatar's proposal, with mediators passing proposals between them in real time. He added that freedom of navigation in the Strait of Hormuz was nonnegotiable, a reference to Doha's condemnation of the targeting of the Qatari tanker Al-Mayda.
Qatar said it was "hopeful" of an agreement and that it was working toward an interim US-Iran deal, a temporary arrangement intended to bridge the gap between the parties. Both sides have been studying proposals to resume negotiations, Qatar said.
On the military side, Iran's Islamic Revolutionary Guard Corps (IRGC) said on November 3 that it had downed two US MQM-170 reconnaissance drones south of Qeshm and destroyed an MQ-9 drone east of the strait.
Iran's parliament speaker and lead negotiator, Mohammad Bagher Ghalibaf, said, "The ball is in America's court to prevent war."
The latest round of diplomacy followed days of talks in Doha. Iranian negotiators were in the Qatari capital on November 1 for a third consecutive day of talks with Qatari mediators aimed at ending the US-Iran war, Reuters reported. By November 2, the Iranian delegation had left those talks, and a draft proposal for a US-Iran deal was being circulated, an official told the New York Post. Earlier in the month, Qatari mediators had proposed a seven-day plan to build trust between the two sides.
