Paraguay's Central Bank Intervenes in Ueno Bank as Solvency Crisis Spreads to Savers

Paraguay's central bank, Banco Central del Paraguay (BCP), has intervened in Ueno Bank after determining that the lender breached minimum solvency requirements. Solvency is a bank's ability to cover what it owes with what it holds. An intervention, in this context, is the regulator stepping in to take control of the institution. According to ABC News, the bank had fallen below half the legal minimum before the seizure, which was reported on November 3, 2026. Al Jazeera reported that the bank was shut down in the middle of the night over its solvency crisis and described it as having collapsed with half of the population's savings.
The seizure coincided with a change at the top of the central bank. On November 3, the central bank chief resigned at the president's request, in the middle of what Reuters described as a deepening digital-lender crisis. ABC News reported that the seized institution was a major digital bank tied to President Santiago Peña. By November 4, lawmakers had called for the president's impeachment, according to Reuters. AP characterised the seizure as having fueled a political crisis.
On the deposit side, the BCP announced on November 4 that it would pay the advance of the Fondo de Garantía de Depósitos guarantee to Ueno Bank savers. The Fondo de Garantía de Depósitos is the deposit guarantee fund, the pool that backs savings up to the legal limit when a bank fails. On November 5, the BCP said it would begin guarantee payments to depositors of UENO BANK S.A. as established by law. The same day, it said it would enable a platform where Ueno Bank savers could verify which bank had been assigned to receive the advance payments. The BCP describes the payments and the verification platform as forthcoming.
The regulator also moved on investment funds. On November 4, it lifted the measure on Fondo Mutuo LP en Dólares de BASA. On November 5, under Resolución SV.SG. N.° 0016/2026, it lifted the measure on Fondo Mutuo BNB PY Dólares Americanos, ending the suspension of redemptions for that fund. Redemptions are withdrawals of money from a fund. The two actions came on consecutive days.
Operational strain appeared in the channels ordinary customers use. On November 4, the BCP reported intermittent problems in banking entities' mobile applications, which it attributed to unusual demand from the opening of new accounts. The same day, it stated that aliases registered by users linked to Ueno Bank had been released in the SIP, the national instant payment system. An alias is a phone number or simple identifier that stands in for a bank account number. For a bank whose customers mostly use apps, the surge in account openings and the release of aliases is where a solvency problem becomes visible to individual users.
On November 5, the BCP's Interventor Team told Ueno Bank employees that it was arranging to address the entity's labor liabilities. The notice did not specify amounts or timing.
The BCP also published a communiqué titled "Comunicado ante versiones falsas de intervenciones en el sistema financiero," which addresses alleged interventions in the financial system circulating on social networks and messaging groups. In a period of rapid account openings and fund restrictions, correcting rumours in the same channels where they spread is a practical part of crisis management.
The broader context here is familiar to anyone who uses a mobile banking app. A solvency problem at a digital lender reaches the customer first through the app, the alias system and the guarantee mechanism, not through a branch. Those same rails let the authorities route payouts and let depositors check their assigned bank from a phone. Whether the guarantee payments and the verification platform work as announced will test how well that architecture holds under stress. The sequence of BCP notices in the coming days will show whether the stated timelines are met.
In my view, the most useful thing a regulator can do in a run of this kind is publish specific, dated actions and then follow them with completion notices. The next step is to show that the announced payments and platform are live.
