NHTSA to Develop New Vehicle Egress Rules After Tesla Door Handle Incidents

The National Highway Traffic Safety Administration announced on July 23, 2026 that it will begin developing new safety requirements to ensure drivers and passengers can reliably exit vehicles equipped with flush, electronically operated door handles — the kind Tesla has popularized across its lineup. NHTSA's action stems from a petition asking the agency to open a safety defect investigation into the emergency mechanical door release on 2022 Tesla Model 3 vehicles. NHTSA denied the petition's request for a defect investigation, concluding that the issue would be better addressed through rulemaking than a defect probe. In September 2025, NHTSA opened an investigation into Tesla's door handles after receiving nine reports from owners of 2021 Tesla Model Y vehicles who were unable to get into their cars, in some cases with children still inside. NHTSA's initial review found that the manual door releases on Tesla vehicles may not function if the electronic door locks do not receive sufficient voltage from the car's battery system. The problem has drawn attention beyond NHTSA's own investigations. NHTSA's choice to pursue rulemaking rather than a defect investigation suggests the agency sees this as a systemic design question across the industry, not a problem confined to one manufacturer.
The scope of any eventual rule is unknown. NHTSA was explicit that initiating the process carries no guarantee of a final regulation. The rulemaking will unfold over a timeline the agency has not yet detailed, and the docket will likely draw input from automakers, safety advocates, and consumers on where to draw the line between design freedom and safe exit.
