The New Zealand government is moving to buy strike drones — uncrewed aircraft capable of carrying explosives to a target — Defence Minister Chris Penk announced today.

The drones would be flown by a human operator, not controlled by artificial intelligence. Penk said the government would soon ask the defence industry what was available, especially from local manufacturers. The drones would carry an explosive payload on a one-way trip, making them a cheaper alternative to conventional missiles (RNZ).

A defence upgrade plan has suggested $100–300 million could be spent on upgrading the NZDF's strike capabilities. The announcement also sits within a broader defence funding envelope: Budget 2026 allocated NZ$1.58 billion (US$924.62 million) in new defence funding (Reuters).

The decision marks a shift from the Defence Ministry's position in June, when it said the drone budget was only for intelligence, surveillance and reconnaissance — known as ISR — not a weapons system. The ministry later clarified that fully autonomous weapons were off the table, but human-guided ones were not (RNZ).

That clarification lines up with earlier briefing material. A May 2025 NZDIA Space and Innovation Event briefing explicitly stated there is "no intention for New Zealand to purchase" lethal autonomous weapons systems, describing them as "so-called 'killer drones'" (Defence Ministry). The distinction between autonomous and human-guided systems has become the point on which the government's entire strike drone policy turns.

Budget 2026 also set aside funding for two types of long-range unarmed drones: one for the southwest Pacific and an ice-proofed variant for Southern Ocean operations. Separately, the NZDF has begun market research into unarmed long-range drones for maritime surveillance. NZDF personnel are currently in California testing drones and other military technology as part of a US army-led multinational exercise (RNZ).

The NZDF has stressed interoperability — the ability to work seamlessly alongside allied forces — with Australia, the United States and other partners on drone capabilities. The NZDF Aerospace Domain Defence Capability Plan states that industry engagement for new hardware, software and skilled personnel is expected in 2026 (Defence Ministry).

The policy direction follows strategic assessments the Defence Ministry has been developing. The NZDF's Final LTIB document identifies the rise of "cheap precision mass" — low-cost drones and similar systems — as a factor increasingly requiring capability procurement (Defence Ministry).

The broader context here is a government working through how far it is willing to extend the NZDF's strike capacity, and through what mechanism. The shift from an ISR-only drone budget in June to a strike drone announcement in July is rapid. It suggests either a fast policy evolution or an earlier intention that was not publicly signalled. Either reading matters for defence industry participants weighing when to engage, and for Parliament watching how the government frames the distinction between human-guided and autonomous systems.

The interoperability emphasis also carries weight. If the NZDF is to operate alongside partners using strike drones, decisions on platform type, data-sharing architecture and training pipelines will need to align with those partners' standards relatively early. Industry engagement flagged for 2026 means those decisions are on a near-term horizon.
