Russian attacks on energy infrastructure in Ukraine's Dnipropetrovsk and Kharkiv regions left about 850,000 people without electricity on November 8, 2026, according to Al Jazeera.

In Dnipropetrovsk region, more than 600,000 people lost power after an overnight Russian attack on an energy facility, according to DTEK, a Ukrainian energy provider. The outages reached the city of Dnipro and the Pavlohrad, Samarivskyi, Kamianske and Dnipro districts. DTEK said repairs at the damaged facility were being complicated by repeated attacks.

In Kharkiv region, about 250,000 people were without power after Russia struck an infrastructure facility there. Zlatopil mayor Mykola Baksheyev said no casualties were reported from that strike.

The outages followed a larger wave of attacks. Ukraine's Ministry of Energy said a massive attack on energy facilities a day earlier plunged residents in five regions into darkness and hampered electricity transmission in Kyiv. On November 7, Reuters reported that Russian forces had hit energy infrastructure around the capital with missiles and drones overnight.

The pattern goes back further. On November 3, Russia said it had struck electricity grid facilities in the Vinnytsia, Dnipropetrovsk and Kharkiv regions during a massive overnight strike. Reuters reported that Russia had bombarded Ukraine's power grid, the network that carries electricity to homes and businesses, in waves that day, ahead of talks in Abu Dhabi.

Those talks are the political backdrop. Ukrainian President Volodymyr Zelenskyy accused Russia of intensifying its attacks to pressure Kyiv ahead of U.S.-brokered trilateral talks in Abu Dhabi, which are scheduled for Tuesday and Wednesday. The United States is mediating, and the talks involve three sides.

Russia's Ministry of Defence said its forces will continue strikes against Ukrainian fuel and energy infrastructure facilities that it says aid the Ukrainian military.
