Sri Lanka Shuts Schools as Floods and Mudslides Hit Still-Recovering Highlands

The affected districts include Nuwara Eliya and Badulla, both situated on steep terrain long recognised as prone to landslides during the monsoon season (the seasonal rains that sweep South Asia each year). The DMC publishes flood inundation maps — visual tools showing which areas are underwater — and river water level readings on its website; on August 4, it issued water level reports at 15:00 and 18:30 and a flood withdrawal notice at 16:00. The agency had also issued situation reports dated July 28 and July 29.
Sri Lankan authorities deployed navy and army units to reach residents trapped by floodwaters. Local broadcaster Hiru TV aired footage of troops wading through submerged streets to rescue stranded families.
Authorities had not announced when schools in the affected districts would reopen, with officials saying the decision would depend on weather conditions. The DMC has also maintained a donation appeal on its website referencing the continuing recovery from Cyclone Ditwah, which it said displaced thousands, destroyed homes, and left families without access to basic necessities.
The broader context here matters. This is a region that absorbed the brunt of Cyclone Ditwah less than nine months ago, suffered dozens of landslide-related deaths at that time, and is now facing renewed displacement and infrastructure damage during what should be the tail end of the Yala monsoon season (the southwest monsoon, typically active from May to September). The fact that the DMC had active situation reports and flood monitoring bulletins in the days immediately preceding August 4 suggests early-warning systems were functioning, yet the casualty toll and evacuation numbers indicate the terrain's vulnerability persists regardless of advance notice.
For Sri Lanka's tea sector, the timing is difficult to assess from available data, but the central highlands host some of the country's most productive estates, and repeated disruption to this belt carries both immediate humanitarian and longer-term economic consequences. The November cyclone's $4.1 billion damage estimate, published in the PDNA, covered nationwide losses; the extent to which this latest episode compounds that figure will depend on assessments still to be conducted.
Looking at what this means for disaster preparedness, the DMC's operational footprint is visibly active: situation reports, flood inundation maps, river-level bulletins, and a public donation appeal are all live on its website. The agency's institutional capacity to monitor and communicate appears to be functioning. What remains unresolved is whether the central highlands' structural vulnerabilities — including settlement patterns on landslide-prone slopes — can be meaningfully mitigated before the next monsoon cycle. The closure of schools as a precautionary measure is a standard response, but it also points to the limited toolkit available to authorities when the underlying risk factors are geological rather than meteorological.
